The Hanoi People’s Committee has just issued Decision No. 699/QD-UBND on the allocation of 24,000.6 m2 of land at the plot coded CT3 in the Kim Chung New Urban Area, Kim Chung Commune, Dong Anh District to the Joint Venture of Hanoi Housing Investment and Development Corporation and Viglacera Corporation – JSC to implement the Social Housing Construction Project according to the investment policy in Documents No. 9794/UBND-XD dated November 10, 2011, No. 220/UBND-XDGT dated January 12, 2015 and Decisions No. 7407/QD-UBND dated October 25, 2017, No. 1215/QD-UBND dated April 8, 2022 and No. 4515/QD-UBND dated August 28, 2024 of the City People’s Committee; Project approval decision No. 3264/QDHDTV, BOD dated August 17, 2018 and No. 222/QD-HDTV, BOD dated January 16, 2025 of the Chairman of the Board of Members of Hanoi Housing Investment and Development Corporation and Chairman of the Board of Directors, General Director of Viglacera Corporation – JSC, in which: 2,701.6 m2 used for the purpose of traffic construction land; 21,299 m2 used for the purpose of urban residential land.
The location, boundary, and area of the land for project implementation are determined in the Master Plan for Land Use QH-01, scale 1/500, prepared by Viglacera Consulting Joint Stock Company in 2017, confirmed by the Department of Planning and Architecture in accordance with Decision No. 1831/QD-UBND dated March 21, 2017 of the Hanoi People’s Committee; Drawing of the landscape architectural space organization diagram QH-02, scale 1/500, prepared by Viglacera Consulting Joint Stock Company in 2017, confirmed by the Department of Planning and Architecture on April 14, 2017; The coordinate coordinate map of the boundary marker was handed over by the Department of Natural Resources and Environment on April 12, 2019.
Of the total 24,000.6 m2 of land, there are: 21,299 m2 of land bounded by landmarks A, B, C, D, E, F, 6.1, 7.1, A for the construction of social housing. Form of land allocation: The State allocates land with land use fees collected. Land use term: For investors, the land can be used from the date of signing the land allocation decision until November 10, 2061; for apartment owners: Long-term stable use.
2,701.6 m2 of land bounded by landmarks A, B, C, D, 8a.1, 9.1, 8.1, A and E, F, 9a.1 for internal traffic roads. The joint venture of Hanoi Housing Investment and Development Corporation and Viglacera Corporation – JSC is responsible for synchronously constructing technical infrastructure, maintaining and repairing the project after construction investment and handing it over to the local government for management and common use in the city according to regulations. Form of land allocation: The State allocates land without collecting land use fees. Method of land allocation: Land allocation without auctioning land use rights, without bidding to select investors to implement projects using land.
