On the morning of 19 August 2025, the inauguration and groundbreaking ceremony of a series of 250 projects to celebrate the 80th anniversary of the August Revolution and National Day 2nd September took place in an exciting atmosphere – at 80 live and online television stations throughout the country. Viglacera has 2 major projects on investment and development of industrial parks (IPs) and is honored to participate in this important event.
At Lao Cai’s point – Viglacera Corporation – JSC coordinated with Lao Cai Provincial People’s Committee to organize the groundbreaking ceremony of the project to invest in construction and infrastructure business of Tran Yen Industrial Park – Phase 1. At the same time, at Van Phong Economic Zone (Khanh Hoa), Viglacera also organized the groundbreaking ceremony of the project to invest in construction and infrastructure business of Doc Da Trang Industrial Park.
Participating in the groundbreaking ceremony of the Tran Yen Industrial Park investment project on construction and infrastructure business – Phase 1, there were Mr. Doan Hong Phong – Member of the Party Central Committee, Government Inspector General, Mr. Ho Sy Hung – Deputy Minister of Finance and representatives of leaders of Central Ministries and branches: Ministry of Construction, Ministry of Agriculture and Environment, Ministry of Finance.

It is known that from the time of granting the Investment Registration Certificate to now – through the process of merging the province as well as organizing the two-level government, so far, the Lao Cai Provincial Party Committee, People’s Committee and local authorities have provided timely support for legal procedures, site clearance work as well as mechanisms to facilitate the implementation of the project. Provincial authorities at all levels have closely directed and prepared all the best conditions to organize the groundbreaking ceremony of the project on the occasion of the 80th anniversary of the August Revolution and National Day 2nd September this year.
The ceremony of handing over the Memorandum of Understanding on investment in Tran Yen Industrial Park Phase 1 was held between Ms. Nguyen Thi Thu Huong – Deputy Director of Viglacera Real Estate Company, Mr. Kim Jae Chan, Director of Partner Eng Vina Co., Ltd. and Ms. Pham Ngoc Huyen – Deputy General Director of Truong Thanh Elec Gas Corp. The ceremony of handing over the Contract on Sales Representative in the Japanese market with Nippon Steel Trading Corporation and the ceremony of handing over the Memorandum of Understanding on investment promotion support between Viglacera and Mr. Yoon Sang Ho – CEO of SMBL Co., Ltd.
Representing the project investor – Viglacera Corporation, speaking at the event, Mr. Tran Anh Tuan – Director of the Board of Management of Investment and Development Projects of Viglacera affirmed the determination to complete the project on schedule and with quality: “After this groundbreaking ceremony, Viglacera Corporation commits to focus all resources to complete the site clearance work in 2026, invest in the construction of technical infrastructure to be completed in 2028, ensure quality, progress, synchronization, convenience, modernity, good environmental protection, early put the industrial park into operation, prepare clean land to welcome large domestic and foreign investors, quickly cover the green area on the site according to the project planning; implement in line with the development orientation of ecological, modern and civilized industrial parks”.

VIGLACERA STRIVES TO CONTRIBUTE TO THE ESTABLISHMENT OF VAN PHONG ECONOMIC ZONE, KHANH HOA PROVINCE
Being present and encouraging the investor Viglacera – Viglacera Yen My Industrial Park Investment JSC, Ms. Pham Thi Xuan Trang – Vice Chairwoman of the Provincial People’s Council clearly stated the expectations of Khanh Hoa Province for the project: “Doc Da Trang Industrial Park will become a model, modern industrial park, meeting high standards of environment and working conditions. At the same time, the contribution of high-tech, environmentally friendly enterprises in the Industrial Park will contribute to improving the production capacity, product value and competitiveness of Khanh Hoa economy on the regional and international map”.
Ms. Pham Thi Xuan Trang – Vice Chairwoman of Khanh Hoa Provincial People’s Council affirmed: “Khanh Hoa will continue to accompany and create the most favorable conditions for Viglacera Yen My and secondary investors throughout the process of project implementation and operation”
The groundbreaking event of Doc Da Trang Industrial Park took place in the context that Van Phong Economic Zone (EZ) has been planned as the nucleus of economic growth, the industrial – urban – service center of the South Central region, which is expected to create another growth pole for Van Phong EZ.

It should be clarified that since the project was approved by the Prime Minister for investment policy, the Provincial Party Committee and the People’s Committee of Khanh Hoa province have directed the Management Board of Van Phong Economic Zone, relevant departments and localities to urgently implement the contents specified in the Decision on investment policy to soon put the project into construction and operation, specifically: the project was approved by the Provincial People’s Committee for 1/2,000 zoning plan in December 2024, the Ministry of Agriculture and Environment approved the Environmental Impact Assessment Report in the Decision dated 12th August 2025 and the People’s Committee of Van Hung commune issued a construction permit for the item of leveling work on 15th August 2025.
Regarding site clearance, the People’s Committee of Van Hung commune and the People’s Committee of Bac Ninh Hoa commune have handed over a land area of 95.12 hectares/100 hectares to the investor to implement the project construction (Phase 1).
During the implementation of site clearance work, authorities at all levels have regularly contacted, mobilized and received feedback on difficulties and complaints from households to ensure that policies are resolved appropriately and reasonably as per legal regulations, creating conditions for maximum support for affected people to stabilize their lives soon.

With such initial results, Viglacera always appreciates and remembers the support of the local government of Khanh Hoa province at all levels and major local departments. In his speech at the event, Mr. Tran Xuan Hung – Director of Viglacera Yen My Industrial Park Development JSC said: “Viglacera Yen My Industrial Park Development JSC would like to express its gratitude for the help and support of the Government, Ministries and branches; thanks to generations of leaders of Khanh Hoa province, the Management Board of Economic Zones and Industrial Parks and departments and branches; thanks to Van Hung commune, Bac Ninh Hoa commune and local people over the past time for the project implementation”.
Mr. Hung continued to propose to the leaders of the Provincial Party Committee, Khanh Hoa Provincial People’s Committee, Van Hung commune and Bac Ninh Hoa commune authorities to support accelerating the work of compensation and site clearance to be completed in 2025 and soon implement the investment in the intersection for Doc Da Trang Industrial Park to connect with National way 1 so that the project can be implemented on schedule.
Also at the event, Mr. Nguyen The Phong, Chairman of the Board of Directors of Viglacera Yen My Industrial Park Development JSC, presented a gift of 300 million VND in cash to the Fund for the Poor of Khanh Hoa province
It is known that currently in Van Hung commune and Bac Ninh Hoa commune – Khanh Hoa province, there are no industrial parks or industrial clusters, so the investment in the construction of Doc Da Trang industrial park will contribute to increasing the value of industrial production, shifting the economic base towards industrialization, increasing revenue for the budget. Moreover, with the potential to create jobs for 16,000 workers, contributing to hunger eradication and poverty reduction, gradually stabilizing people’s lives, the project is receiving great support and attention from local people.
