Tran Yen Industrial Park (Phase I), located in Au Lau Ward, Lao Cai Province, covers an area of 254.59 hectares and is invested by Viglacera Corporation. Thanks to its location advantages, the industrial park is attracting strong interest from businesses as a preferred site for project investment.
Tran Yen Industrial Park is situated on the economic corridor connecting the Northwest region with Hanoi, Hai Phong, and Lao Cai Border Gate; close to IC12 Intersection of the Noi Bai – Lao Cai Expressway and the new Yen Bai station area on the Lao Cai – Hanoi – Hai Phong railway line, offering highly convenient transportation. The industrial park is approximately 145 km from Lao Cai Border Gate, 120 km from Noi Bai International Airport, 140 km from Hanoi, and 270 km from Hai Phong Port. Notably, alongside the expansion of the Noi Bai – Lao Cai Expressway (Yen Bai – Lao Cai section) to 4 lanes, the Lao Cai – Hanoi – Hai Phong railway line is also under construction. Upon completion, the railway line is expected to boost freight transport capacity along the Lao Cai – Hanoi – Hai Phong corridor, adding a valuable logistics mode for regional businesses.

Mr. Nguyen Huu Cuong, Deputy Director of Viglacera Infrastructure and Urban Investment Company, stated that the Tran Yen Industrial Park project comprises a Western zone of approximately 109 hectares and an Eastern zone of around 145.6 hectares. To date, land clearance for the Western zone is basically complete, and infrastructure investment is underway. Meanwhile, Lao Cai Province, Au Lau Ward authorities, and the developer are actively accelerating land clearance for the Eastern zone, prioritizing continuous clean land plots to develop infrastructure and accommodate investors.
The industrial park is developed using a rolling approach: land plots meeting all requirements are put into operation as soon as land clearance and infrastructure are completed. This approach helps secondary investors shorten waiting times for site handover, allowing them to construct factories before the entire industrial park is fully completed.
Upon operation, Tran Yen Industrial Park will offer comprehensive technical infrastructure to serve investors: power supplied from the national grid via a 110/22 kV substation with a capacity of 2 x 63 MVA; a Phase 1 water supply plant with a capacity of 10,000 m³/day; a wastewater treatment plant with a capacity of 8,300 m³/day; wastewater classified, collected, and treated according to standards; and an internal road network designed for industrial transport (minimum internal road width of 10.5 m with 10 m sidewalks).
Regarding policy, investors in Tran Yen Industrial Park are eligible for tax, land, and import incentives under current legal regulations, depending on the sector, scale, location, and specific conditions of each project. For imported goods to form fixed assets, raw materials, supplies, components, and other eligible cases, tax exemptions are determined pursuant to the Law on Export and Import Duties and implementing guidance at the time of execution.
The developer (Viglacera) aims to provide a comprehensive “one-stop” support service for investors throughout the implementation process, ranging from site selection, land sublease agreement signing, investment registration, and business registration to utility connections (electricity, water, drainage) and assistance with construction, fire safety, environmental procedures, and plant commissioning.
Mr. Cao Quy Duy, Vice Chairman of the Au Lau Ward People’s Committee, shared: “The local government always accompanies Viglacera and secondary investors. We strongly endorse the motto ‘Prosperous businesses, developing locality.’ The ward is coordinating with Yen Bai Vocational College and employment service centers to provide vocational training and supply labor for investors. In my view, this is one of the key advantages when businesses invest in Tran Yen Industrial Park in particular and Lao Cai in general, as labor costs are highly competitive compared to high-density industrial hubs in the Hanoi region.”

Thanks to these potentials and advantages, Tran Yen Industrial Park has to date attracted 5 secondary investors signing in-principle land lease agreements covering a total area of approximately 45 hectares; 1 investor has been granted an Investment Registration Certificate to utilize about 23 hectares of land with a total investment capital of USD 102 million, scheduled to commence construction in Q4/2026 and officially begin operations in Q4/2027.
During October, following the basic completion of land leveling, contractors are taking advantage of favorable weather to focus on constructing key infrastructure components in the Western zone. Viglacera, alongside local authorities, is accelerating land clearance to promptly develop infrastructure items and welcome investors into the industrial park.
