According to Resolution 39/2026/QH16, Bac Ninh City is established based on the entire natural land area and population size of Bac Ninh Province. Bac Ninh City borders Hanoi City, Hai Phong City, Quang Ninh City, and the provinces of Hung Yen, Lang Son, and Thai Nguyen.
In addition, from the effective date of the Resolution, the People’s Council and the People’s Committee of Bac Ninh Province are converted into the People’s Council and the People’s Committee of Bac Ninh City. Agencies, organizations, and entities whose names are associated with the place name “Bac Ninh Province” are also renamed to operate under names associated with the place name “Bac Ninh City”.
The adjustment of the administrative designation is also reflected across the legal document system. According to Clause 3, Article 3 of Resolution 39/2026 of the National Assembly, for legal documents promulgated prior to the effective date of the Resolution and still implemented thereafter, the phrase “Bac Ninh Province” is replaced with “Bac Ninh City”.
Furthermore, papers and documents issued or granted by competent agencies or authorities before September 20, 2026, if still valid or within their validity period, will continue to remain valid until expiration, termination, or until they are amended, supplemented, replaced, repealed, canceled, or revoked in accordance with regulations. Therefore, citizens and organizations are not required to immediately replace their existing documents merely because the place name “Bac Ninh Province” has transitioned to “Bac Ninh City”.
In addition to the policies and regimes designated for centrally governed municipalities, specific mechanisms, regimes, and policies previously applicable to Bac Ninh Province will continue to be executed across Bac Ninh City until the conclusion of their implementation period or until a new decision is issued by competent authorities.
