To enhance inter-regional and intra-regional connectivity to the west and create seamless links between existing expressways and northern provinces, cities, and the capital Hanoi, Quang Ninh is formulating and actively preparing plans to invest in an additional expressway—the Project Connecting the Hai Phong – Ha Long Expressway to Ring Road 5 of the Hanoi Capital Region. This project is expected to deliver a synchronized transport link, unlocking new development spaces and economic corridors for localities in the western area of Quang Ninh City.
Recognizing the strategic advantages and growth potential of investing in the route connecting the Hai Phong – Ha Long Expressway to Ring Road 5 of the Hanoi Capital Region, Quang Ninh has proactively researched investment alternatives and route alignments, while committing to allocate local budget funds for project implementation. Furthermore, at the First Extraordinary Session of the 16th National Assembly, the National Assembly Delegation of Quang Ninh City submitted an official document to the Chairman of the National Assembly requesting consideration to add the expressway connecting the Hai Phong – Ha Long Expressway to Ring Road 5 – Hanoi Capital Region into the Road Network Master Plan for the 2021–2030 Period, with a Vision to 2050.

According to the investment options and route alignment proactively studied by Quang Ninh, the Project Connecting the Hai Phong – Ha Long Expressway to Ring Road 5 – Hanoi Capital Region spans approximately 55 km. The starting point is located at the Ha Long Xanh interchange (Km6+700 on the Hai Phong – Ha Long – Mong Cai Expressway) in Tuan Chau Ward. The ending point connects to Ring Road 5 – Hanoi Capital Region within Hai Phong City in Tran Nhan Tong Ward, along with branch links to the Hai Phong – Gia Binh Expressway. The section traversing Quang Ninh City will run parallel to the Riverside Road (Tuyến đường Ven Sông). The expressway is designed to 6-lane standards with a design speed of 120 km/h and a total estimated investment of approximately VND 22,000 billion.

The Ring Road 5 – Hanoi Capital Region Project is slated to target commencement in the third quarter of 2027. For the 2026–2030 period, nearly VND 61,400 billion is earmarked to invest in 116 km of the mainline expressway crossing four provinces and cities: Ninh Binh, Hung Yen, Hai Phong, and Bac Ninh. Preparing all necessary conditions for the Project Connecting the Hai Phong – Ha Long Expressway to Ring Road 5 – Hanoi Capital Region demonstrates Quang Ninh’s proactive approach, ensuring readiness for implementation once authorized by competent authorities.
