On the morning of October 8, Mr. Nguyen Khac Than, Deputy Secretary of Hung Yen Provincial Party Committee and Chairman of the Hung Yen Provincial People’s Committee, presented the decision approving the investment policy to Viglacera Hung Yen Joint Stock Company, officially approving the company as the developer of the Project on Construction and Operation of Infrastructure for Industrial Park No. 01 – Phase 1.

No. 01 Industrial Park is located in Yen My and Xuan Truc communes, adjacent to Provincial Road 382B and directly connected to the Hanoi – Hai Phong Expressway. With its strategic location, the park serves as a key gateway linking the Northern Key Economic Region.
The project covers an area of nearly 217 hectares with a total investment capital of VND 2,325 billion, including approximately VND 349 billion in investor equity and VND 1,976 billion in mobilized capital. The project has an operating term of 50 years from the date of investment policy approval.
According to the 1/2000 master plan approved by Hung Yen Provincial People’s Committee, No. 01 Industrial Park is oriented toward development as a next-generation industrial park, integrating green infrastructure, high technology, and smart governance, in line with international standards for operation and sustainable development.

Speaking at the ceremony, Mr. Ton Manh Dung, Vice Chairman of the Board of Directors of Viglacera Hung Yen JSC, stated that receiving the investment policy approval for No. 01 Industrial Park is a particularly important milestone. It is not only an honor for Viglacera Hung Yen, but also a testament to the trust and vision for sustainable industrial development that Hung Yen Province is steadfastly pursuing.
Industrial Park No. 01 is developed based on three main pillars. First, green and sustainable development: a wastewater treatment system meeting Column A standards, a green coverage ratio of over 15%, and priority given to the use of renewable energy. Second, smart and modern development: application of digital infrastructure and a “one-stop service” management model to effectively serve investors. Third, connectivity and symbiosis: formation of an industrial – logistics – urban – service ecosystem to generate economic efficiency and sustainable social value.
Industrial Park No. 01 is oriented to be developed based on three main pillars: green and sustainable, smart and modern, and connectivity and symbiosis.
Once going into operation, the project is expected to contribute significantly to the socio-economic development of Hung Yen Province, create more jobs, increase state budget revenues, and improve the living standards of local residents.
Under the development orientation, by 2030, Hung Yen aims to become a modern industrial province with rapid and sustainable growth, achieving an average GRDP growth rate of 10–11% per year, a total GRDP scale of approximately VND 600 trillion, and GRDP per capita exceeding VND 180 million per year.
With a vision toward 2045, Hung Yen aims to become a smart and ecological city under the direct administration of the Central Government, serving as a strong industrial, logistics, and marine economic hub in the Northern region.
The implementation of Industrial Park No. 01 – Phase 1, together with other key projects of the province, will open a new development phase for the Northern region, where synchronized infrastructure, strategic location, and a green – smart – sustainable development orientation converge, creating strong appeal to both domestic and foreign investors.
In particular, with the proven experience and industrial ecosystem within the GELEX and Viglacera systems, the project is expected to become a new destination for FDI inflows, contributing positively to the country’s industrialization and modernization goals, while affirming the pioneering role of Vietnamese enterprises in developing green and sustainable industrial infrastructure.
